The North Country Access Improvements (the study) is a transportation scoping study for the New York State Route 11 corridor (Route 11). This technical Memorandum is prepared for a proposed new roadway alternative built to Interstate standards on a new alignment between the City of Watertown, located in Jeffereson County, New York, and the City of Plattsburgh, located in Clinton County, New York.
